In Kishanganj, Bihar, a significant negligence by the Education Department has come to light. The documents, based on which appointed teachers are to be given the status of state employees, were found in the trash and waste at the Education Department office.
The original admit cards for the competency exam of appointed teachers from Thakurganj block were missing. These were found in the garbage at the old building of the District Program Officer’s establishment office in Rolbagh Mohalla.

Importance of the Admit Cards
The Education Department conducted a competency exam in February 2024. During the verification process in March, the original admit cards were collected from the appointed teachers by clerks at the District Program Officer’s establishment office. These admit cards were supposed to be returned to the teachers after verification.
These admit cards are crucial because they will facilitate the new district postings for the appointed teachers and eventually grant them the status of state employees.
Counseling for the appointed teachers who passed the competency exam is scheduled to begin on August 1. It is mandatory for the teachers to bring their original certificates, including the original admit card of the competency exam, to the counseling.
The original admit cards of teachers deposited at the District Program Officer’s establishment office were returned between July 20-22. However, the admit cards of teachers from Thakurganj block were not distributed as they were missing from the office.
Immediate Action and Recovery
Following this, District Program Officer Nupur Kumari promptly issued a notice to Sumit Kumar, the accounts assistant at Thakurganj Block Resource Center, and Saket Suman, the clerk at the District Program Officer’s establishment office, ordering them to immediately provide the missing certificates.
The notice also threatened an FIR against the clerks. After the notice, a search operation was conducted at the old office in Rolbagh, where hundreds of original certificates were found in the trash.
70 Certificates Still Missing
It is reported that out of approximately 700 original admit certificates of appointed teachers from Thakurganj, around 630 have been recovered, while more than 70 are still missing.
When questioned, District Program Officer Nupur Kumari said that a file from a block was missing from the office. After the notice was issued, the file was found. She mentioned that the certificates are currently being distributed to the teachers and that appropriate legal action will be taken against the negligent clerks.
